The Hi Seoul Festival has become a popular artistic festival held each spring in Seoul. And the greatest part is that everything is free!
Why Hi Seoul? Unfortunately many Korea cities have a silly English motto - Hi Seoul, Happy Suwon has turned into Human City - Suwon, Yes! Uiwang, Dynamic Busan, etc...
There were exhibits and performances at Cheonggye Square, Seoul Square, Yeouido Hangang Park, and Gwanghwamun Square.

Now. For the most interesting part of the festival that we saw. There was a performance called, Rainbow Drops. Although there were many Korean actors (and had a Korean twist), this came from Spain and the main characters were all Spanish.
Then, these guys ran through the crowd and put him up on a crane with angel wings.
Then there was a chariot.
And this spinning wheel with people inside.
That got lifted into the sky and people were walking and spinning it.
It's hard to tell but these are people strung up here.
It was cool and completely unlike anything I'd ever seen before. Some might say...it was a little weird...but kinda cool all at the same time. Here are a few short videos.
